Join our team as a pivotal expert providing advanced consultation and leadership to the several important pharmacy programs including the Prescription Drug Affordability Board (PDAB), Pharmacy Strategy and Innovation program, and Prescription Drug Price Transparency program (DPT), while influencing executive and division leaders. Your analysis and advice will directly shape HCA's policies with a statewide impact that extends beyond Medicaid programs. This supervisory role is crucial in addressing Washington State's rising prescription drug costs, with your contribution having a significant impact on overall health care spending.

All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes.

About the division:

The Clinical Quality and Care Transformation (CQCT) division makes clinical policy decisions that guide medical coverage, maintain quality standards, and ensure evidence-based practices for those on whose behalf HCA purchases medical care. The DATA team is within the Clinical Quality and Care Transformation (CQCT) Division to provide data, analytics, and decision support tools to support HCA's various initiatives and programs. DATA staff ensure availability of data-driven decision support, including advanced analytics and performance measurement, to improve decisions about clinical quality and health care purchasing.

About the position:
The Pharmacy Data Analytics & Research Manager reports to the Cost and Quality Analytics Manager and will provide leadership to a highly skilled team composed of pharmacy data analysts with advanced programmatic or analytical specializations. This position acts as pharmacy data analytics supervisor for several important pharmacy programs including the Prescription Drug Affordability Board (PDAB), (2SSB 5532, 2022), Pharmacy Strategy and Innovation program (ESSB 5203, 2021), Prescription drug price transparency program (ESSB 1224, 2019) and ad hoc data request from pharmacy division. The data products generated by the position will be used for high profile, legislatively mandated public reporting, statewide improvement initiatives, and internal policy and program decision-making.

This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:
  • Provide leadership and oversight to multiple professional staff performing complex analytical and research activities that inform high-profile, statewide initiatives, such as the Prescription Drug Affordability Board, Pharmacy Strategy and Innovation program, and Prescription drug price transparency program.
  • Hold primary responsibility to provide data analytics expert perspectives on draft research proposals, data analyses plan, meeting materials, and other products developed and released by the pharmacy program.
  • Oversee the development of hypotheses and studies to understand the drivers of prescription drug costs and impacts of these costs.
  • Propose and lead analytical research projects and data analyses for the Prescription Drug Affordability Board, Pharmacy Strategy and Innovation program, and Prescription drug price transparency program, including reviewing and approving methodology for identifying eligible drugs, developing dashboards.
  • Liaison with pharmacy division leaders to ensure business needs are being addressed through team functional work.
  • Apply the knowledge of data, analytic methods, and the health policy landscape to ensure high quality research, analysis, and other data products are developed by the team.
  • Provide statistical expertise and technical assistance to the board, advisory groups, and general public around research methodology and results.
  • Ensure transparency, partnership, and collaboration with Pharmacy Division in the production of research and analytical products.
  • Interpret study findings and present study designs, methodologies, and findings to internal and external audiences.
  • Demonstrate leadership in the assessments of current data needs, evaluation, design, development, and implementation.
  • Provide expertise and consultation for pharmacy management staff and the board.
  • Determine strategies, outcomes and resources needed to achieve long-term analytic project needs.
  • Generate key insights for executive leadership using the culmination of extensive data and analysis.
  • Analyze reports prepared by other state and federal agencies to evaluate their impact on, or relationship to, the board's goals and objectives.
  • Collaborate with pharmacy staff to ensure that program and policy objectives are met to address the high and growing cost of prescription drugs.
  • Work closely with pharmacy staff and other analysts to understand their data needs, identify opportunities to leverage the agency's data to meet those needs, build appropriate analytic tools, and clearly communicate the results.
  • Use strong verbal, visual, and written communication skills, including the ability to manage and translate complex research/analytical information for non-research/non-analytical stakeholders.

Qualifications

Required qualifications:

  • Master's degree or higher in mathematics, statistics, public health, health services research, economics, or related field.
  • Three (3) years of experience research or analytics experience which must include at least two years of experience in health care research and analytics, including working with various health care data sources including large medical claims data sets. A Ph.D. may substitute for two years of the desired experience.

Preferred qualifications:

  • Expert/Advanced level skill and experience with data management and data analysis using statistical software such as SAS, R, SQL, etc.
  • Strong communication skills to convey complex information to diverse audiences.
  • Critical thinking and the ability to proactively develop methods and approaches to analysis • Excellent time/project management and problem-solving skills.
  • Working knowledge of the Washington health care system including familiarity with prescription drug pricing and utilization.
  • Demonstrated experience in employing econometric and statistical techniques to analyze and understand the drivers of prescription drug costs and impacts of these costs.
  • Demonstrated self-motivation and initiative to excel in a fast-paced environment.
  • Oversee staff use of data visualization and other business intelligence tools like Tableau and Power BI

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
